Pagination should work through URI path instead of URI params

As an Owner I'd like pagination to be implemented using URI path (topic/10/2) instead of pagination so that SEO thinks of pages as separate articles to index instead of just one resource

TBD: proof that Google considers 2 URIs with different params as a single page.
