Hide post in topic instead of delete

      Description

      As a user, I want to see topic modified date correctly. So then I delete the post in the topic it should be just hide on UI, but store in the database.

      Acceptance criteria.

      • add RESTORE_REMOVED_TOPICS permission. User with this permission can watch and restore deleted topics.

      We also currently have a lot of concurrency errors during load test script run (they may well happen in real life too). Typical bug is linked to the task. I hope they will disappear after this change.
