ToolTip to external link lap over the screen edge.

      Description

      Steps to reproduce:

      1. login on forum as a user with admin permission for the Forum component (you should see Administration link after login)
      2. Click Administration->administration mode
      3. Click on cog icon near external links, add some link with long tooltip (more that 35 symbols, for ex. "loooooooooooooong tooltip")
      4. Mouse over the created link

      AR: ToolTip lap over the screen edge (see picture), user can't see the part of the tooltip.
      ER: ToolTip should be completely shown at the screen

      This bug exists at http://javatalks.ru/ forum as well
