Customize "error 404" page

As an User I want to see some funny page with error 404 when server could not find what was requested by HTTP.
For example look at attached file.

Acceptance criteria:

• Text on this page should be:
  EN: Error 404
  We're unable to find the page you are looking for
  Please check is page address is valid or go to forum main page
  RU: Ошибка 404
  К нашему с Вами несчастью, такой страницы не существует.
  Попробуйте проверить адрес или вернуться на главную страницу
  UA: Помилка 404
  На превеликий жаль, наразі такої сторінки не існує.
  Спробуйте перевірити адресу чи повернутися на головну сторінку
• Image:
  Image should disappear when user minimizes page in horizontal direction to minimum size of the page.
• Scroll bar:
  There should be only vertical scroll bar. This scroll bar should appear when user minimizes page and all text doesn't fit into resized page.
