Admin user should be created on first deployment

      Description

      Right now if we start JC on clean DB it will create tables, but won't create admin/admin user. We should create such user to allow creating forum from scratch.

      Acceptance Criteria:

      • Script should create admin user only if admin is not created yet (e.g. by Poulpe).
      • sample-forum.sql should not fail after this change.
      • Poulpe migrations should be updated if they start to fail if Poulpe is deployed after JCommune.
