User can delete topic with own comments witout permission DELETE_OWN_POSTS

User can't delete starting post of other user if he has permission 'DELETE_OTHERS_POSTS' but has no permission 'DELETE_OWN_POSTS'

Environment: JCommune 2.9.2372.49a5f21

Pre-conditions

1. User is logged in
2. Topic from other user is created
3. One or more own comments in topic
4. User has permission 'DELETE_OTHERS_POSTS'
5. User has no permission 'DELETE_OWN_POSTS'

Steps to reproduce

1. Open topic from precondition

AR: "Delete" button is absent
ER: "Delete" button is present

Note: Alternative, user can see message "Access denied
You don't have enough privilegies to access this resource or perform this operation.Ensure you have enough privilegies or go to forum main page" when try to delete topic with own comments
