Wrong notification encoding for console e-mail clients

      Description

      Some primitive console clients can't convert encoding of received notification e-mail.
      Encoding in which they receive e-mail is koi-7 instead of utf-8.

      Ordinary users who use ordinary browser mail clients have no problems with encoding.

      This bug can be seen in Gmail web interface, on Inbox page (Screenshot)
      I chacked it by Chrome (v. 38.0.2125.101 m), Mozilla (v. 32.0.3), Opera (v. 24.0.1558.64)

      Precondition: Gmail page is opened, user is logged in.

      Steps to reproduce:
      1. Input 'info@javatalks.ru' to Search field.
      2. Click Search button.

      Subject of message shows normally, but message content shows like '& # 1055; & # 1088;......'
