      Precondition:
      User should have allowed CLOSE_TOPICS permission in Branch

      Steps to reproduce
      1. Open any topic in Branch
      2. Mouse over the "Close" button

      AR: There is no tooltip
      ER: Tooltip is shown
      As example I suggest tooltips shown in the table:

      1 English Close this topic
      2 Ukrainian Закрити тему
      3 Russian Закрыть тему
      4 Spain Cerrar este tema
