      Description

      Pre-Condition:
      1. Open forum main page and sign in as a user with CREATE_CODE_REVIEW permission

      Steps to reproduce
      1. In Opera 12.17 go to the branch
      2. Click topic type drop-down menu -> New Code Review
      3. Click Ctrl+Enter

      AR: Form is submitted on a new tab after clicking on Ctrl+Enter
      ER: Form is submitted on the same tab after clicking on Ctrl+Enter
