HotKey "Shift + Tab" does not work

      Description

      Steps to reproduce:

      1. Open Sign Up form (http://qa.jtalks.org/jcommune/). Field Username is focused.
      2. Press "Tab" to move focus moves to Email field
      3. Press "Shift + Tab"

      Actual Result: Focus moves down to Password field.
      Expected Result: Focus moves up to Username

      NOTE: The same issue exists in the Sign-in form, in Administration->Administration dialog (on clicking forum name).
      works as expected on Create Topic Page, Profile, editing branch permission
      NOTE: The same issue exists in Administration->External link editor and in Administration->External link editor->"Delete link" editor.
