User can get new topic, new code-review and new question pages by direct link

Pre-conditions:
Create user and give him VIEW_TOPICS only permission in some branch.

Steps:
1. Get the pre-condition's branch number;
2. Follow the following direct link:
"http://qa.jtalks.org/jcommune/topics/new?branchId=%branch_number%" (discussion topic type)
"http://qa.jtalks.org/jcommune/reviews/new?branchId=%branch_number%" (CR topic type)
"http://qa.jtalks.org/jcommune/topics/question/new?branchId=%branch_number%" (Q/A topic type)
(where %branch_number% is the number from step 1).

AR: The corresponding new topic creation form opens;
ER: Access denied page opens where the information about lack of permissions is set.

NOTE: When all the fields are filled with valid data and [Save] button is clicked to finally create the topic, then the "Access denied" page opens and topic is not created.
