Increase space between topics

      Description

      As a User I'd like to be able to easily distinguish topics, because now they too close one for one. So, it will be good if increase space between topics.

      Acceptance criteria:

      1. Increase padding-top to 10px and padding-bottom to 12px at topic-block.

            Stanislav Bashkyrtsev it improvement wasn't fix previosly, in JC-2023, so i create new.

            No, they don't. These is just a list of possible ways to improve the UI - it doesn't mean we have to implement all of them.
