Steps to reproduce:
1. Open User's profile page
2. Hover the mouse over the button "Upload"
Actual result: Additional incorrect tooltip "Файл не выбран" appears over the button "Upload"
Expected result: Only one correct tooltip "Choose file" appears over the button "Upload"
Note: Tooltip "Файл не выбран" is the same for all languages
