      Description

      Pre-conditios:
      At least one user registered and logged should be created.
      A code review should be created and a comment should be left in the CR.
      The user should have permission CLOSE_TOPICS.

      Steps to reproduce:
      1) Go to branch
      2) Click "Close" button

      Actual result: no "close" button.
      Expected result: "Close" button to the right of the "Move" and the topic is closed.
