On Sign In popup window cursor is not focused on link "Forgot password?" via Tab

Steps to reproduce
1. On main forum page click on "Sign in"
2. In "Sign in" popup window press Tab to move cursor on all fields and links

Actual result: Cursor focused on fields "Username", "Password", checkbox "Remember me", link "Forgot password" and button "Sign in" but cursor is not focused on link "Sign up right now"
Expected result: Cursor focused on all fields and buttons: "Username" -> "Password" -> "Remember me" -> "Sign up right now" -> "Forgot password" -> "Sign in"

NOTE: this issue also reproduced in Edit link form and Add link form in External link editor with Save button (cursor is not focused on “Save” button when moving via Tab)
