Glitch 1: Tooltip of the button "New topic" has insufficient length and pointer to the button does not match with the button
Steps to reproduce:
1. Open branch and hover over the button "New Topic"

Actual result: Tooltip of the button "New topic" has insufficient length and pointer to the button does not match with the button Picture1
Expected result: Tooltip of the button "New topic" easy to read and pointer to the button matches with the button
Note: This problem also reproducible for tooltips of the "New Code Review" and "Ask Question" buttons

Glitch 2: Hint text "Ctrl+Enter to send form" for sending messages is not fully displayed
Steps to reproduce:
1. Open branch and click on the button "New Topic"
2. Navigate the text ander the text area "Message content"

Actual result: Hint text "Ctrl+Enter to send form" for sending messages is not fully displayed Picture2
Expected result: Text "Ctrl+Enter is fully displayed
Note: This problem also reproducible for the "New Code Review" and "Ask Question" topics

Glitch 3: First inputed BB-code displayed incorrectly
Steps to reproduce:
1. Open branch and click on the button "New Topic"
2. Click on the button "B" of bb-code "Bold" (or press hot-key Ctrl+B)

Actual result: BB-code displayed incorrectly Picture3
Expected result: BB-code displayed correctly
