      Description

      Alt text for captcha image is not displayed in "sign up" dialog when images are disabled

      Steps to reproduce:

      1. Disable images
      2. Open the sign up dialog

      AR: Alt test isn't displayed instead of the missing image of captcha above the field "Captcha text"
      ER: Alt test is displayed instead of the missing image of captcha above the field "Captcha text"
