Change QnA answer button label to narrow down its meaning

Currently forum Writers leave answers to their own questions while they actually wanted to comment on others' answers.
Acceptance Criteria:

• Given Topic Starter is viewing the page, the button is named:
  • EN: Answer to your own Question
  • RU: Ответить на свой Вопрос
  • UK: Відповісти на своє Питання
• Others should see:
  • EN: Answer the Question
  • RU: Ответить на Вопрос
  • UK: Відповісти на Питання
