The title prefix is not added to a page with Q&A type topics

Pre-conditions:

1. User is logged in as an administrator.
2. Open prefix`s setting.
3. Create a prefix and save changes.
4. Open topic page.

Actual result: There is no prefix in questions topic type.
Expected result: Prefix applies for questions also
