Error 403 appears when user tries to delete question with other user's post

Preconditions:

1. you should have User1 and User2
2. User1 should have VIEW_TOPIC, CREATE_QUESTION, CREATE_POSTS and DELETE_OWN_POSTS permission
3. User1 should have VIEW_TOPIC and CREATE_POST

Steps to reproduce:

1. Create Q/A topic as User1
2. create post in this topic as User2
3. User1 try to delete question

AR: 403 page appears
ER: User should stay in topic page and can see notification, why he can not delete topic. Message "You can not delete this question" should appears
