QnA plugin is disabled

Steps to reproduce
User follows link to QnA topic (like http://javatalks.ru/topics/question/46724)

Actual result
User receives error 404.

Expected result
User have to be redirected to discussion view of topic (like http://javatalks.ru/topics/46724)
