List of User Groups

As an Owner I'd like to be able to list user groups in order to then manage them

Acceptance Criteria:

1. When admin goes to Administration -> User Groups he should be directed to User Groups page
2. All of the groups appear on that page by default, there shouldn't be any pagination
3. There are 2 columns for every group: Name and Number of Members
4. List of User Groups should be sorted via alphabet (A1, a1, B1, b1)
5. Only admins can see this page
