Manage Personal permissions in Administrator Mode

As an Owner I'd like to be able to manage Personal permissions for Users in Administrator Mode to bring independence from Poulpe.

Acceptance Criteria:

1. There is a "Personal permissions" link in Administration menu
2. Clicking on "Personal permissions" link leads to redirecting to "Edit personal permissions" page
3. The page contains all Personal permissions and Allowed/Restricted rows with groups listed (as in Poulpe)
   • List of all Personal permissions:
     SEND_PRIVATE_MESSAGES
     EDIT_OWN_PROFILE
     EDIT_OTHERS_PROFILE
4. Clicking on "Edit" button on "Edit personal permissions" page leads to opening "Edit personal permissions" dialog
5. Administrator can select several groups by clicking on checkboxes near group name and click on > (<) button to move groups from one list to another
6. ">>" (<<) button moves all groups to the opposite list
7. Just added groups are shown in the beginning of the list and highlighted
8. Clicking on "OK" button leads to saving changed data and closing the dialog. Changed data is represented on forum permissions page
9. Clicking on "OK" button leads to closing the dialog without changing any data
