Usergroups list order is case-sensitive

Preconditions
User should have Admin permissions
There are Test1, Test1 and test1 groups
Steps to reproduce
1. Go to forum -> Administration -> Users
2. Search for any existed user
3. Open usergroups list by clicking on 'Groups' button and placing the cursor in groups field
Actual result
Order is Test1, Uest1, test1 (case-sensitive)
Expected result
Order is Test1, test1, Uest1 (case-insensitive)
