Topic title length restriction doesn't work with spaces

Steps to reproduce:
0. Push New Topic
1. Enter any letter into the title, e.g. 'a'.
2. Then enter 4 spaces which will lead to a topic title: 'a '.
3. Save it.
Expected result:
the field is highlighted as the one that doesn't obey the restriction.
