Topic title length restriction doesn't work correctly

Steps to reproduce:
1. Press "New Topic" button
2. Enter any letter into the title.
3. Then enter 3 spaces and one letter again.
4. Save it via pressing "New Topic" button

Actual result:new topic was created with 'a b' name
Expected result:the field is highlighted with appropriate message
