Add posibility to save incorrect privat message to Draft

      Description

      User should be able to just start creating a message and save it to Draft. Now error messages appears on attempt to save message in case To/Subject/Message field is incorrect or empty.
      Please, do field validation on clicking 'send' button, not 'save'.
