Before sending emails to subscriber of topic it is needed to check a flag that indicates that "sending of emails to subscribers" is enabled.

This flag will be set in the administrative panel of the forum.
Before sending emails to subscribers, we need to check a value of this flag.
If the mailing is disabled, the subscribers will not receive messages about updates in the topic, but if the mailing is enabled, subscribers will receive these messages.
