Multiposting

After create new post cooldown don't work and you can create many same post/topics by pressing "send" button many times.
Note: There was used a special jsp-tag to prevent multiposting in previous version of design.

Steps to reproduce:
1. Go to create topic/post form
2. Click fast "New topic/post" button several times (or mark it with focus and press enter several times)

Result: many same topics/posts
Expected: only one topic/post
