"Ending date" field on poll creation form UI defects

1. Log in
2. Go to any branch and press "New topic" button
3. Pay attention to the "Ending date" field on poll form

AR: field is disabled, no icon for calendar, calendar apperars when clicking on field itself
ER: calendar icon is present near the field, calendar should appear on click on the icon
