      Description

      As admin I'd like to be able to set Create Announcements and Create Sticked Topics for the branch so that I can specify what users can create such types of topics

      Acceptance criteria:

      1. Respective permissions can be set for the branches in Poulpe.
      2. After setting permissions, they are succesfully applied at JCommune.
