      Description

      Preconditions: Create new PM and save to Drafts

      How to reproduce:
      1. Go to Drafts
      2. click on subject field for a message

      AR: No Edit and Save options are shown, only Delete(Look an attachment)
      ER: "Edit" "Save" buttons should be added

      Note this buttons are shown in case you select a message and click Edit.
