Admin can't edit topics

      Description

      There isn't edit topic button on a topic page if user logged as admin.

      This bug was found by JC-36 Security admin to post test

          Actually all should work as it was expected by me members of Administrators group hasn't got additional permissions; this group should be also manually added to specific branch in Allowed part for the desired permission.
          So it seems as we need to change our tests according to new permission scheme.
          Can we close this issue or problem still exists?
