Moving topic failes without any message if user does not have MOVE_TOPIC permission on target branch

Steps to reproduce:
1) Create branch in poulpe
2) Add MOVE_TOPICS grant on this branch to any group with your user
3) Create topic in this new branch
4) Try move it to any branch without MOVE_TOPIC grant for your user.

AR: Nothing happens.
ER: Either error message should be displayed.

Or maybe there should be displayed (in popup) only branches where user can move topic.
