Permissions set in Poulpe aren't applied immidietly

1. Login as any member of 'Registered users'
2. Ensure you can create topics in some branch
3. Open Poulpe and remove CREATE_TOPIC permission for 'Registered users' and given branch
4. Go back to this branch in JC and refresh the page

AR: 'New topic' button is still active, so you can create topic
ER: According to removed permission this action should be forbidden, i.e. there should be no 'New topic' button on the page
