Problems with transaction management of branches

When creating a branch, it should assign a group with moderators permissions. If you modulate an exception somewhere let's say in BranchPermissionManager or AclManager, the acl record won't be created, but the branch and the group will. This is an integrity violation, if something fails, then the whole transaction should be rolled back.
