Users. The grid header doesn't show up when there are no items to show

      Description

      AR: The header of the grid is hidden.
      ER: The header of the grid can be viewed even if there are no records in the grid.
      Steps to reproduce:

      1. Just go to the Users menu item and without searching you'll see a small area where the grid should be. But the grid header appears only when you click on that area.
