Sections should be shown on the page of the forum structure

Expected result:

1. We see a list of sections on the page ordered by the POSITION field in the SECTIONS table (without branches as for now).
2. To add a new Section, we need two buttons Add Section on top of page and at the bottom. After adding a new section, it should appear at the bottom of the list.

No Delete button required in scope of this task.
