Permission Schemes. Applying while Branch creation

As an Admin I'd like to be able to choose a Permission Schema while creating the Branch in order it to be applied to that branch
Description: while creating a new branch, a dropdown list should be present with all Permission Schemes in it. After one of them was chosen, it should be applied while saving the branch: all the groups in the schema should have their branch permissions granted/restricted.
Acceptance Criteria:

• An Active Permission Schema should be selected in the dropdown by default.
• Items are sorted in alphabetical order in the list
• There should be a possibility to choose -No Permission Schema- which will lead to a 'clean' branch without any groups granting/restricting permissions to it.
