We need a property in database that would be indicate about enabling/disabling sending emails to subscribers of topic.
The name of this property should be something like SENDING_NOTIFICATIONS_ENABLED.

Default value should be true.
Anuar, even though we're implementing this and ideally it won't break, but be liberal in what you expect: if no such property found, log warning and continue as if there was true. This will be important in the future when upgrading some of components while others are still of old versions.
This strategy ideally should be applied to all the properties.
Added this property as default for component Forum.

Anuar, we still have things to finish in the task, so don't deploy Poulpe with new commit yet, wait until the task will be closed by QA.
Tested successfully in v.0.17: jcommune.sending_notifications_enabled property has been addet to the Properties table;
It is available on UI in the Components->JCommune->Configure dialog. defined in this dialog value is updated in the database.
The name of the property will be "jcommune.sending_notifications_enabled" (btw, all jcommune properties start with "jcommune").
What should be the default value? True or false?
