      Steps to reproduce:

      1. go to uat.jtalk.org/jcommune -> sign up
      2. enter valid values, click OK
        Message about activation mail is shown; don't activate your account
      3. login as a user from action#2

      As a result it is possible to login
      It is expected that inactivated users can't login to both jcommune and poulpe
