ZK error message is shown on attempt to change group permissions by the other user

Steps to reproduce:

1. User1 creates a new Component (Components - Components - "Add component")
2. User2 grants Group Permissions for this Component (Components - Group Permissions - "Edit", move some groups, press "Save")

Actual Result: Group Permissions haven't been cnahged, exception is shown:

Unable to locate a matching ACE for passed permissions and SIDs

User1 and all the other Users can't change Group Permissions for this Component from now on, only User2 can

Expected Result: the window should be closed, the Permissions should be changed. Any User should be able to change Group Permissions.

The same behavior happens on trying to change Permissions of Branches by User1 after it had already been changed by User2
