Environment:
1. Go to Forum Structure, select any Section, press "Create a branch".
2. Enter the name of the branch, do not specify the Moderating group
3. Press "Save"
Actual Result: the new branch is succesfully created
Expected Result: the branch shouldn't be created without Moderating group, we expect to see an error Message
