Scroll bar cuts "Edit" buttons on Branch Permissions screen

      Description

      1. Go to Forum Structure, choose any branch, press Permissions
      2. Collapse all the Permissions fields
      3. Expand a couple of the first fields in order to see the scroll again

      As a Result, the "Edit" buttons are half cut by the Scroll bar (please, see attachments)

      Expected Result: "Edit" buttons should be shown correctly
