'Create Section' button works incorrectly when FORUM was deleted from the 'Component List'

Steps to reproduce:
1. Navigate to the Pouple using admin/admin credentials
2. Navigate to the Component List
3. Delete and then Add Forum Component
4. Navigate to the Forum Structure
5. Click on the 'Create Section' button

Actual: 'Create a New Section' dialog doesn't appear
Expected: 'Create a New Section' dialog should appear
Note: If a user will refresh the page, 'Create Section' button will be working fine.
