It is impossible to ban user after Revoke

It is impossible to ban user after Revoke

Steps to reproduce:

1. Open Users -> Ban users
2. Search for specific user (TestUser for ex) and click on 'Add' button
3. Select 'Revoke' in right-click menu
4. Search for the same name as in action#2
5. Click on the 'Add' button

As a result, user wasn't added to the list.
Expected result: User appears in the list.
