Ban users

1) Add user to "Ban users"
2) Type this user again, choose it from the list
Expected result: it's impossible to pick up the user. Button "Add" isn't active.
Actual result: it is possible to choose user again. Button "Add" is active. But after pressing it, there is nothing happens
