Add possibility to activate user from Admin Panel

      Description

      Additional "Activate" checkbox should be added to user details (Users->Edit)
      Is should be disabled in case activated user and enable but not checked for just registered.

          This will require redesigning of the tables since ENABLED column is in JC_USER_DETAILS, not in common tables.
