Remove possibility to Edit special user groups: Registered users, Banned users

It is possible now to rename the Registered Users and Banned Users groups.
As a result it is impossible to ban users, new registered users will not be added to "Registered Users", so it is similar as delete and "delete" is disabled.

Note that Administrators should be still possible to edit
