Add "Collapse all" button to Forum Structure section.

      Description

      Please, add "Collapse all" button which will collapse all opened Sections in JCommune > Forum Structure.

      Acceptance criteria:

      • "Collapse all" button should be located near "Expand all" button.
      • "Collapse all" button should become disabled if all Sections are closed
